De laatste tijd worden de wetten voor cryptocurrencies aangescherpt in Rusland. Uitwisselingsplatforms zoals LocalBitcoins en Binance worden in het land verboden, en de eigenaren van niet-aangegeven activa dreigen met gevangenissen. Maar niet alles zal slecht zijn aan deze nieuwe Russische crypto-regulering als we vertrouwen op hun premier.<\/p>\n\n\n\n

Tijdens de laatste regeringszitting<\/a> op donderdag verzekerde Mikhail Mishustin, de Russische premier, dat: de volgende regels voor cryptocurrencies binnen het territorium zullen redelijk zijn en ontworpen om de gebruikers te beschermen<\/strong> en vermijd oplichting en frauduleuze schema's. Hij verklaarde:<\/p>\n\n\n\n

\u201cEen andere oplossing [voor de economie] betreft cryptocurrencies. Dit is een relatief nieuw instrument, waarvan de belangstelling voortdurend groeit, en de regering is van plan om de ontwikkeling van deze markt in een beschaafde richting te leiden, zodat de eigenaren van dergelijke activa hun rechten en belangen kunnen beschermen, en het cre\u00ebren van schaduwprogramma's zou worden moeilijk".<\/p><\/blockquote>\n\n\n\n

Volgens hem ook Bitcoin en cryptocurrencies<\/a> als eigendom in het land zou worden aangemerkt. Dat impliceert belastingen, maar ook de mogelijkheid voor de gebruikers om hulp te zoeken bij de rechtbank als er iets misgaat, zoals het slachtoffer zijn van een cryptocurrency-zwendel<\/a>.<\/p>\n\n\n\n

Te midden van alle huidige dubbelzinnige voorstellen is dit goed nieuws voor de gebruikers van cryptocurrency in het land. En ze zijn niet weinig, zoals het was aangegeven<\/a> door Chainalysis '2020 Global Crypto Adoption Index. We kunnen Rusland daar vinden als het tweede land met de hoogste crypto-adoptie ter wereld<\/strong>, alleen overtroffen door Oekra\u00efne.   <\/p>\n\n\n\n

Bovendien wil minstens 10% van alle bankrekeninghouders investeren in crypto, volgens<\/a> een peiling van de firma IDF Eurasia. Dus, ondanks de huidige rechtsonzekerheid, is het eigenlijk belangrijk om deze kwestie op te lossen voordat een nog grotere adoptie over het land komt.<\/p>\n\n\n\n

Een dubbelzinnige crypto-regelgeving<\/strong><\/h2>\n\n\n\n

Aan de ene kant is de vijandigheid tegen cryptocurrencies erg aanwezig in Rusland. Het zou pas in oktober 2017 zijn dat president Vladimir Poetin zou bestellen<\/a> het cre\u00ebren van een adequaat regelgevend kader voor deze activa. Een eerste concept was klaar door januari 2018<\/a>, maar het was niet erg aardig voor cryptocurrencies.<\/strong><\/p>\n\n\n\n

Onder andere indicaties, cryptocurrencies<\/a> konden niet worden verhandeld tegen fiat, de Initial Coin Offerings (ICO's<\/a>) zou alleen gericht zijn op gelicentieerde investeerders en de mijnbouw zou belastbaar zijn. Echter, afgelopen augustus, de ultieme versie van de crypto-wet was goedgekeurd<\/a> door de overheid.<\/p>\n\n\n\n

In deze nieuwe Russische crypto-regelgeving, cryptocurrencies zijn legaal om te verhandelen en te mijnen, maar niet in ruil voor goederen of diensten in het land<\/strong>. Deze wet staat ook het uitgeven van nieuwe tokens toe en het openstellen van cryptocurrency-uitwisselingen onder toezicht van de centrale bank; allemaal vanaf 2021.<\/p>\n\n\n\n

Andere voorstellen erbij betrekken<\/a> het straffen van de eigenaren van niet-aangegeven crypto-wallets met meer dan 1 miljoen roebel (ongeveer $13.000), met boetes tot 30% van hun crypto en zelfs 3 jaar gevangenisstraf. Gelukkig kunnen de maatregelen met de laatst verklaarde intenties van de premier flexibeler zijn.<\/p>\n\n\n\n
