De hele wereld kijkt naar stablecoins omdat ze een snelle en gemakkelijke manier van financi\u00eble inclusie zijn, minder riskant dan reguliere cryptocurrencies. Amerikaanse regelgevers kunnen dit niet over hun hoofden laten gaan, dus hebben ze al een nieuw wetsvoorstel voorbereid om de wettelijke maatregelen voor de uitgevers van stablecoins aan te scherpen.<\/strong><\/p>\n\n\n\n

Volgens de persbericht<\/a>, hebben vertegenwoordigers van het Amerikaanse Congres Rashida Tlaib en Jes\u00fas Garc\u00eda, samen met de voorzitter van de Task Force on Financial Technology, Stephen Lynch, de nieuwe "Stablecoin Tethering and Bank Licensing Enforcement (STABLE) Act" ter overweging ge\u00efntroduceerd.<\/p>\n\n\n\n

Deze rekening voor stablecoins is speciaal bedoeld om te beschermen de consumenten<\/a>. Ondertussen zouden de uitgevers van dergelijke munten aan meer verplichtingen binnen de Amerikaanse jurisdictie moeten voldoen.<\/p>\n\n\n\n

Onder de benodigdheden, de potenti\u00eble emittenten moeten een bankcharter krijgen<\/strong> en voldoen aan de bestaande bankregelgeving. <\/strong>Ze zouden ook moeten <\/strong>goedkeuring verkrijgen van de Federal Reserve (Fed) en de Federal Deposit Insurance Corporation (FDIC), en een FDIC-verzekering afsluiten of reserves aanhouden bij de Fed om een snelle opname naar USD te garanderen.<\/p>\n\n\n\n

De wetgevers toonden speciale bezorgdheid over de toekomstige stablecoin die door Facebook is ontwikkeld. Voorheen bekend als Libra, werd het onlangs omgedoopt tot Diem voor de lancering volgend jaar. Dit wetsvoorstel is inderdaad bedoeld om specifiek te reguleren munten zoals deze<\/a>. Ra\u00fal Carrillo, directeur van Public Money Action, gaf er commentaar op.<\/p>\n\n\n\n

"Door de federale bankregelgeving en consumentenbescherming uit te breiden tot nieuwe vormen van 'deposito's', pakt de STABLE Act de groei van 'schaduwbetalingen' en 'schaduwbankieren' aan - vormen van financi\u00eble activiteit (...) Nog belangrijker, de STABLE Act sluit de deur naar Big Tech-bedrijven zoals Facebook die proberen de bancaire ruimte te betreden zonder de juiste regels te volgen of zaken te doen op een gelijk speelveld.\u201d<\/p><\/blockquote>\n\n\n\n

Regelgeving versus innovatie op stablecoins<\/strong><\/h2>\n\n\n\n

In september<\/a>, publiceerde het Amerikaanse Office of the Comptroller of the Currency (OCC) richtlijnen over stablecoins. Destijds verzekerde het Bureau dat het legaal zou zijn voor de banken om hun diensten aan de emittenten te verlenen. Evenzo verklaarde OCC dat: nationale banken kunnen hun diensten niet weigeren aan legale (maar ongunstige) bedrijven, zoals <\/strong>de cryptobedrijven.<\/p>\n\n\n\n

De nieuwe rekening<\/a> komt dan uit als een soort verrassing, en het wordt niet door iedereen als eerlijk beschouwd. Kristin Smith, uitvoerend directeur van de Amerikaanse Blockchain Association, verklaard<\/a>:<\/p>\n\n\n\n

\u201cHoewel we aanhoudende en constructieve discussies hebben gehad met het kantoor van Rep. Tlaib over deze kwestie, zijn we het niet eens met het perspectief van deze wetgeving en zijn we tegen dit wetsvoorstel. Het zou de positie van de machtigste financi\u00eble instellingen versterken, terwijl twee kernbeloften van gedecentraliseerde netwerken over het hoofd worden gezien: de kans om meer macht in de handen van individuele consumenten te leggen en innovatie in betalingen en andere financi\u00eble diensten te katalyseren.\u201d<\/p><\/blockquote>\n\n\n\n

De STABIELwet wordt de komende drie maanden becommentarieerd en zo nodig aangepast.<\/strong> Ondertussen zet de stablecoin-markt zijn groei voort. Volgens CoinGecko heeft het de $25,5B-markering overtroffen en houdt omhoog<\/a>.<\/p>\n\n\n\n
